Dr. Pamela Graham has made history after being sworn in as Ghana’s first female Auditor-General, marking a major milestone in the country’s governance and public accountability system.
President John Dramani Mahama officially administered the oath of office in a ceremony attended by Vice President Prof. Naana Jane Opoku-Agyemang, highlighting the significance of the appointment and what many have described as a landmark moment for inclusive leadership in Ghana’s public service sector.
With her appointment, Dr. Graham becomes the first woman to lead Ghana’s supreme audit institution, a development expected to strengthen accountability, transparency, and public financial management across government institutions.

Speaking during the ceremony, President Mahama tasked the new Auditor-General with upholding the highest standards of professionalism, independence, and integrity in protecting the nation’s public resources. According to a statement issued after the event, the President urged her to build on the achievements of previous office holders while promoting transparency and ensuring prudent management of state resources.

Vice President Prof. Naana Jane Opoku-Agyemang also congratulated Dr. Graham on what she described as a historic achievement, expressing confidence in her ability to deliver on the responsibilities of the office.
Prior to her appointment, Dr. Graham built an extensive career spanning over 25 years at EY Ghana (Ernst & Young), where she rose through the ranks and later became Senior Partner in 2020. Throughout her career, she developed expertise in financial oversight, taxation, technology, and institutional advisory services.
Her journey into the accounting profession began as a teenager in 1992 after attending a school-organised career event featuring representatives of the Institute of Chartered Accountants Ghana (ICAG). The experience reportedly inspired her decision to pursue accounting and influenced her academic and professional path.
Dr. Graham earned a Bachelor of Commerce degree from the University of Cape Coast while simultaneously completing her Chartered Accountant qualifications. She later obtained a Master of Business Administration (MBA) from Alliance Manchester Business School in the United Kingdom and further strengthened her academic credentials with a Doctorate in Business Administration (DBA) through a joint programme between Nobel International Business School (NiBS University) in Ghana and IPAG Business School in France.
Her appointment is widely expected to further strengthen the Audit Service’s role in promoting accountability, improving financial governance, and enhancing public confidence in the stewardship of Ghana’s resources.
